List webhook events

Webhook events of the service and of its account (payouts), newest first - the same envelopes that were sent to webhook endpoints. Use it to reconcile after an endpoint outage. Test events (webhook.test) are not listed, and an event appears a few seconds after it occurs.
Checksum: sha256(service|hash|timestamp), where hash is the service Hash key and timestamp is the current Unix time in seconds. The timestamp must be within 300 seconds of the server time, so an intercepted checksum does not grant lasting access.
Pagination: pass next_starting_after from the previous page as starting_after while has_more is true.
Rate limit: 60 requests per minute.
