List Consent Definitions

/api/partner/v1/consents

Active consent definitions to collect from the merchant before POST /api/partner/v1/onboarding. Send the ids of every definition with required: true (plus optional ones the merchant opted into) in consents. Ids change when a new version of a text is published, so fetch this list before creating a draft instead of hard-coding ids; a stale or missing id is rejected with 422. Requires scope onboarding:read.
